Bumping this; whitelist and blacklist for cookies would be awesome. I love having granular controls.
Also, it appears that I have to have cookies on by default if I wish to have my history enabled? This is not ideal. Perhaps instead, there is the "Cookies" sub-menu with a bullet, single-select list, followed by three buttons (same type as current [Reset Orion] and [Manage] buttons in the Privacy options list:
Cookies:
• Enabled
• Block third-party
• Disabled
[Manage] [Whitelist] [Blacklist]
Also, I strongly dislike the idea of having cookies and history linked. I have history set to manual deletion, it stays unless I tell it to. Then I can just search my browser history like I've got my own personal index of stuff when I'm trying to, say, solve a code issue that I know I've looked up before but would rather not slog through search results online again; this way I can search my own history and find the most recent links on said code issue and see if they help me solve my issue again.
So when I realized the only way to disable cookies by default was to also delete all site data stored on the browser, it was a rather distasteful surprise.
