Picture in Picture - position the PiP window anywhere you like

When Picture in Picture is active, to be able to position it in any place you wish rather than the forced four corners of the screen. This gives the user a lot more control where they can place the window, making it easier to navigate webpages or other applications.

Some browsers I know that do this is Arc and Vivaldi as an example.

Could we add a setting that flips it? Where the default would be to place it anywhere and holding command would snap it to the four corners?
