Using keyboard to navigate from history in URL bar doesn't behave correctly

Steps to reproduce:

Create a new tab
Visit a URL (e.g. https://old.reddit.com/r/mac)
Click the URL bar, backspace the trailing slash, change to visit a URL you have visited before (i.e. /r/macapps or /r/macbookpro)
In the dropdown, these will appear as bookmarks & history options
Use your arrow keys to select the link you want, and hit enter to browse to it.
6. You will be taken to the text content of the URL bar, not to the selected bookmark/history entry URL

Expected behavior:

Having used arrow keys to apply selection to an entry in the dropdown menu, this will take priority over "enter pressed while URL bar is active", which navigates to the text content of the URL bar.
Optionally, maybe the URL bar content should change to "preview" the highlighted entry? Spotlight on Mac does this (start a search, completion is in faded grey), and Firefox's URL bar does similar (it adds the highlighted item or first suggestion, but selected so that as you type, you are overwriting selected text)

iirc Chrome ans Safari only append a slash when the url is a does not contain a path, eg in the form example.tld. they don't append a slash when the url is like example.tld/pay/to/a/file.
