If the setting to open bookmarks in a new tab is selected and the user is on a new tab, open the bookmark in the current tab if it is a blank tab eg. the new tab page.

When the user is on a new tab and clicks on a bookmark to open, open it in the current tab if it is a new tab instead of creating a new tab and launching it on there, it seems a bit redundant to open a new tab and then have the bookmark open in a new tab.
