Uploading files via Drag and Drop doesn't work

Steps to reproduce:
Go to a website that uses a drag and drop file upload (e.g. https://imgur.com or this very feedback site)
Try to upload a file using drag and drop
The file is open using a file:// uri

Expected behavior:
File is given to the drop handler

Yes, this is fixed and tested with the websites such as

• https://orionfeedback.org
• https://imgur.com
• https://wetransfer.com

and should also cover the other similar websites.

steps to reproduce: copy a file and paste it into skype or discord (only two that i've tested)

expected behavior: for the file to attach. instead I have to upload the file which means I can't use my standard screenshot copy to clipboard technique, I have to save the screenshot.
