Can't drag URL onto a page to load in that window

Steps to reproduce:
It's not possible to grab a URL from an open page in the foreground and drop that URL into another loaded page to visit said URL.

1. Open 2 sites in separate Orion windows
2. Drag an in-page URL from one window to the other
3. Drop the URL into the page area of the other window

Expected behavior:
When dragging a URL from one open page to another a green plus icon should be appended to the cursor indicating if I drop the URL on the receiving page the dropped URL will be loaded in that target window.

Doing the same in Safari will do the above and is a long standing macOS convention, originally stemming from the ability to transfer test from one editor to another by drag and drop.
