Weird bug that causes "swipe to scroll" to halt with gui glitches

When I use my fingers to scroll up and down, it won't let me scroll.

If you fast forward to the final minute, the GUI glitch happens with the address bar. Specifically look after 5:40

I have disabled all extensions

Scrolling to work at a reasonable timeframe, definitely not after 3 seconds

The issue with scrolling happens no matter what I do, no matter what website I visit.

The issue with the address bar becoming glitched in its appearance, seems to happen only when I get a push notification from another app.

Maybe it has all to do with the constant crashes I get every day with Orion.

I can happily say that this bug is fixed since v1.3.15 and Orion crashes much less upon startup since v1.3.18
