Spamming ⌘W causes double address bar

Steps to reproduce:
Open a new Start Page tab. Either drag the tab to create a new window or right click the tab and select move to new window. The new window will display the text "Search or enter website name" twice. One is left/leading aligned (as it should be when it has focus) and one is center aligned (as it should be without focus).

Expected behavior:
The new window should open and the search bar should have focus, and the "Search or enter website name" placeholder text should only appear once, left/leading aligned. This would match Safari's behavior.

Orion and macOS:

macOS Version 12.1 (Build 21C52)

To clarify the issue, the default empty address bar text "Search or enter website name" is briefly duplicated.

Vlad The issue still appears for me in RC 109.1.3.

Easiest steps to reproduce:

Open a new windows.
Open a new Start Page tab.
Right click the tab in the tab bar and select "Move tab to new window".

This will open a new window with the Start Page tab and the url bar will contain the duplicate placeholder.

The issue appears to be caused by the new window rendering the placeholder text, and focusing on the url bar (which then left aligns the placeholder text) at the same time. Resulting in the original center align placeholder as if the url bar was not focused and the left align placeholder like the url bar is focused both appearing. Also, as soon as the url bar is unfocused, (e.g. clicking on the Start Page content area) the left aligned placeholder text disappears.
