Steps to reproduce:
- Install Orion Version 0.99.128.2.1.2-rc (WebKit 621.1.2.111.4)
- Attempt to view a pdf file with Orion, e.g. https://www.w3.org/WAI/ER/tests/xhtml/testfiles/resources/pdf/dummy.pdf
- Notice that the file doesn't properly load until the tab is reloaded

Expected functionality:
The user should be able to view PDF documents without having to first reload the tab.
