⌘⇧[/] shortcuts don't work when tab switcher is enabled

Steps to reproduce:

use the latest RC, that has a tab switcher, and enable the tab switcher (if it isn't already)
open a few tabs
attempt to use cmd-shift-[ or cmd-shift-] to switch between tabs
observe that cmd-shift-[ doesn't work, and that cmd-shift-] activates the tab switcher

Expected behavior:
cmd-shift-[ should switch to the left tab, cmd-shift-] should switch to the tab to the right.

Orion and macOS:
Device: 2020 13" M1 MacBook Pro
OS: macOS Monterey 12.1 (Build 21C52)
Orion: Version 0.99.109.1.1-beta (WebKit 613.1.12)

I expect these would perform what their menu label says - show the previous and next tabs

This isn't fixed, this still happens on the latest RC, Version 0.99.109.1.3-beta (WebKit 613.1.12)
