should be consistent, id prefer the light grey, as that is what the toolbar is in every other scenario

    steps to reproduce:

    enable vertical tabs.
    show bookmarks bar if not already shown (cmd-shift-b)
    hide sidebar if not already hidden (cmd-ctrl-s for me)
    open new window
    hide bookmarks bar
    observe change in bg color
