Description of the issue:
On Version 0.99.127.2.2-rc (WebKit 619.1.1), the toolbar occasionally covers the top of the web page. This has happened when using the compact tabs setting.*
It happens on both mini and regular compact toolbar. Toggling between those two usually fixes the issue.

*TODO: see if this happens on regular horizontal tabs).

Expected functionality:
The toolbar should recpect the borders and not creep onto web content's plot.

Orion and macOS versions:
Version 0.99.127.2.2-rc (WebKit 619.1.1)

    This is yet another one of those painful bugs that are difficult to consistently reproduce.

    For me, one of my profiles seems to suffer from it significantly more. In the video below, I open two new tabs from my bookmarks bar: https://www.youtube.com and https://www.kahoot.com and both of them consistently have their top part being covered by Orion's toolbar. Frustratingly, following the exact same steps on a fresh profile does not result in the same behavior.

    While testing, I also noticed that when I click-and-hold on the toolbar on Version 0.99.127.2.2-rc (WebKit 619.1.1), the cursor changes into an i-cursor yet no text can be selected. This could be related to the bug at hand. I was unable to reproduce this on the latest beta.

            Still able to reproduce on a fresh profile on Version 0.99.127.2.3-rc (WebKit 619.1.1)

            1. Create a fresh profile
            2. Bookmark youtube.com
            3. Enable the bookmark bar
            4. Open a bunch of new youtube.com tabs by middle clicking the bookmark
            5. Switch between the youtube tabs
            6. The toolbar covers the top of the page again. On youtube this is particularly annoying as it blocks the search bar.
