Page container is not being rendered fully until scrolled

Sometimes tabs opened via “open in a new tab” are not being rendered fully (just a part of the initial screen height) until the page content is scrolled. See video attached.
Sometimes this is also observable for tab previews but the content is rendered upon opening the tab.

Expected the content to be rendered for the first screen height.

Haarolean is this different thatn safari? define how to repoduce "sometimes"?

Vlad actually, after recording these I believe the behavior is pretty constant.
I'm not sure that's applicable to Safari since "open in a new tab" opens it in a new active tab, rather than inactive and I haven't ever found a toggle for that.
