With sync turned on, in Sonoma, any open Finder window sees constant activity on the iCloud folder. This gets pretty annoying very quickly. I filed this as a suggestion because it's not really a bug per se, it's working as designed.

I just tested this and can confirm. I am currently on Sonoma 14.2 beta but have seen this on 14.1 as well. With Orion closed, Finder does not display constant iCloud syncing. With Orion open, every 8 seconds you will see Finder displaying iCloud sync activity of one byte as seen below:
This stops when Orion is closed. Safari does not exhibit this behaviour.
