I’m not sure what a saved window with 100s of tabs that is currently unloaded exactly means. A window that is miniaturized?
Not knowing that, I would simply argue to bring those tabs to the front that are ready to view and interact with. The idea is simply to prevent many versions of the same page. It need not be perfect; if it prevents 8 of 10 dublettes, that’s fine.
Let’s say I’m in a lively forum discussion but right now am doing something else. An email arrives informing me about a new post. Now I have two choices: Searching in which window the forum page is or just click the link in the email which is convenient but as of no would unnecessarily open a new tab or window. It’s this kind of situations I’m thinking of. No need to be perfect and handle any edge case.
