If a user has many windows/tabs open, it’s easy to overlook that a specific URL is already open. So if s/he clicks on a link (external/bookmark), with this option enabled, the corresponding existing window/tab would come to the front instead of opening the URL yet again. This prevents multiple versions of the same web page and is very convenient at the same time (no more searching if and in which window/tab the page is already open).
[Option] Links to URLs that are already open should just bring the corresponding window/tab to the front
Vlad What if this page is in a saved window with 100s of tabs that is currently unloaded? Would you expect that window to open?
I’m not sure what a saved window with 100s of tabs that is currently unloaded exactly means. A window that is miniaturized?
Not knowing that, I would simply argue to bring those tabs to the front that are ready to view and interact with. The idea is simply to prevent many versions of the same page. It need not be perfect; if it prevents 8 of 10 dublettes, that’s fine.
Let’s say I’m in a lively forum discussion but right now am doing something else. An email arrives informing me about a new post. Now I have two choices: Searching in which window the forum page is or just click the link in the email which is convenient but as of no would unnecessarily open a new tab or window. It’s this kind of situations I’m thinking of. No need to be perfect and handle any edge case.
This would break the back button, so I think it should only be implemented if the user opens a bookmark, not from clicking a link.

carl This would break the back button
How so?
(I’m not talking about internal links, i.e. links on a web page open in Orion. Only external links, like in my example with an email informing about a new forum post. These links would be opened in a new tab or window without a Back history, anyway.)
