Steps to reproduce:
Close all Orion windows and focus another app. Commad+Tab to move focus back to Orion.
Expected behavior:
Orion recieves focus but no window opens.

Doesn't happen on 0.99.123.3 on test computer but seem to indeed happen on 0.99.124.3 on other computer, just as a small footnote
note I only noticed this recently, I suspect it was introduced as a feature in one of the recent releases but for me it makes Orion very annoying to use.

Reasoning
in the steps to reproduce, all I wanted was to close my full screen app. Having a Orion just open a window for me just beacuse macOS automatically focuses you back to the previous app is not good UX. The intention of the user is just to close an app nothing else nothing more

If Orion has no open windows, then command+tabbing to the app automatically opens a blank window.

Discussion:
While some might think this is "correct" behavior, it goes against expected behavior. Most macOS apps do not behave this way. Small semi-random sampling:
The list goes on. In fact, the only app I've found on my system that behaves as Orion does is Messages. (That's a Catalyst app; maybe that has something to do with it?)
This behavior causes another bug: if Orion has no windows but is in focus when the Mac is put to sleep, then Orion will open an empty window when the Mac wakes.
I just also saw the following behavior:
Orion took focus (expected) and opened a new window (neither expected nor desired).
