Allow extensions on an empty page

Steps to reproduce:

Expected behavior:
The bitwarden popup should show, as it does if you are looking at a website instead of looking at the empty new tab page

Orion, OS version; hardware type:
Version 0.99.115.1-beta (WebKit 614.1.12), macOS 12.4, intel

kzvi Is just this extension or any extension? What would you expect to do with the extension on an empty page?

I don't know if it is just this extension or not because this is the only extension that I am using.

I would expect to be able to use the Bitwarden popup to log in to Bitwarden and to view and edit the vault, change settings, etc.

kzvi This is because Orion does not run extensions on an empty page.
