"Close Tabs to the Right" is not present on the 3rd and 2nd-to-last tabs' context menus.
Steps to reproduce:
I cannot figure out how to reproduce this. It's been a bug since for a few months at least and every now and then I have a crack at it.
I think the trigger is related to closing many tabs quickly (with Cmd + W).
Posting in case anybody else can figure out how to reproduce it reliably.
Expected behavior:
Can always "Close Tabs to the Right" on all tabs except the last.
