Maybe from a definition pov, changing it seems a bug. But from user experience pov, the current behaviour seems ... hmm ... not logical (IMHO😆). Think about it another way, if "switch windows in place" is disabled, and I have multiple windows on screen, closing last tab of one of the windows won't close the others. But with "switch windows in place", they are being closed.

I wasn't using keyboard in the video. I used mouse click to switch between saved windows. The popup was outside of the capture area, but you can see a little bit of it. Then I middle clicked the tab to close it.
