Steps to reproduce:
- Visit a website with "forum" style layout, like this one, or a subreddit (e.g. https://old.reddit.com/r/apple/)
- Click to open a thread (or comments link).
- Do a "left to right" two-finger swipe gesture to go back a page in Orion.
- Start gesturing for a scroll down (two fingers top-to-bottom gesture) and wait until Orion is ready to honour this.
- Notice Orion takes a while to respond to this gesture, and feels slow/unresponsive during it.
Expected behavior:
Orion should react to the scroll gesture as soon as possible - commensurate with the speed of the computer and complexity of the website in question.

Note that I am repeatedly and rapidly doing lots of separate "scroll down" gestures from the moment I've finished the back gesture and the page has gone back. They appear to be ignored, something "lags" then the scroll responds eventually.
