There is a feature called 'Focus Filters', which enables the user to customise some app's behaviour when using a specific focus mode on Mac OS or iPhone. For example, you can set Mail to display certain inboxes only when 'Work' is enabled, so you only see your work mail in the morning and your personal in the evening.
Orion could support Focus Filters to allow a website deny list (or allow-list) when a focus mode is enabled. A user could opt to disable distracting websites during work or disable work-related stuff during 'home' focus. I believe the relevant APIs are documented here. Potentially you could also control profiles/tab groups and other features.
Users would configure how they want Orion to behave from System Settings > Focus mode > Select a Mode > App Filters > Orion. A small window would present a list where the user can add or remove websites from the white/blacklist. This focus mode can be automated by the system (based on location or time), so distracting websites are automatically blocked at the appropriate time.
Honestly, there are extensions for this kind of thing (say, LeechBlock). But this would be nicely integrated with the system
