The warning for quitting Orion should only apply when there are active tabs. When the window is empty there is a very high chance that ⌘Q is intentional and this confirmation dialog only adds friction.
A good example would be the prompt to update and relaunch on startup. It is unnecessary to confirm quitting the app when the only window is empty.
