When I have a youtube video playing in Picture in Picture mode, it doesn't re-focus the window it came from when I press the restore button. In Safari it always brings the window to the front and moves focus to it.
- If the video window is behind the active window, or the active window is on another desktop or full-screen app, the video goes back but the active window is not changed.
- If the video is being played from a PWA, e.g. Youtube, and the active window is on another desktop or full-screen app, the button does nothing.

Steps to reproduce:
- Go to youtube.com
- Follow the browser prompt to install YouTube as a PWA.
- In either the browser or the PWA, play a video in picture in picture mode
When the restore button is pressed:
- If the video window is behind another window, the video window should come to the front
- If the video window is another application in the background of the stage manager, e.g. a Youtube PWA, the active stage manager group should switch to the video window.
- If the current active window is on another desktop or full screen app, the desktop should switch back and the video window should be focused.
