UMatrix extension cut off

When opening the uMatrix UI, the popup is too small for the content with no way to scroll.

In Firefox, the full uMatrix UI is visible.

Version 0.99.130.2-beta (WebKit 621.1.2.111.4)

Sometimes this issue does not occur with the uMatrix UI correctly resizing itself not long after it appears.
