I was able to assign ⌘F2 to 2 windows.

Should check that a keyboard shortcut is not already in use by another window or even better anywhere else in Orion and perhaps globally if possible to check reliably. Trying to set ⌘F1 for example results in an error that it's reserved by macOS.
