The header and footer of web sites break when you scroll

2-scroll vertically and the header is stuck at the top but with a space between the border and the header, which shows the content when the header should remain stuck at the top without spaces.
3- enter any news and in the footer appears a widget with recommended news. The news appear located outside the widget and with a similar problem to the header when you try to hide the widget.
That the header and footer are displayed correctly.
