Steps to reproduce:
Expected behavior: The browser reload button should not be replaced with Reader mode settings, but appear to the left of it.

Orion works the same was as Safari. I believe this is poor UX and I agree with @twingeofregret that the reload icon should remain in the address bar at all times, if reloading the page is possible.
Agree as well aA should show next to relad icon.
