Regression: save to files missing on ios when opening PDFs

Whenever I open a link to a pdf the share menu doesn't show the "save to files" option. I think this has happened before. I've only experienced it on ios 18.2

works for me on 18.2 simulator on bitcoin pdf. I will upgrade my personal device over the weekend and give it a try

Fails for you for every pdf file?
