When "Always Show Toolbar in Full Screen" is turned off and the sidebar is shown or hidden, toolbar appears temporarily

Steps to reproduce:

Open a window in full screen
Turn off "View > Always show toolbar in Full Screen"
Use a keyboard shortcut to hide or show the sidebar
The toolbar will show during the animation

I don't expect the toolbar to show during the animation.
