PIP triggers even when window is in fullscreen

1. Open a YouTube video
2. Play it
3. Enter fullscreen (this should create a fullscreen space in Mission Control)
4. Return to the original orion window
5. Switch tabs

Then, a series of confusing events begin.

1. Focus switches back to the fullscreen video
2. The fullscreen video exits, momentarily flashing the contents of the tab switched to in (5)
3. The window switches to the tab where the video originated from
4. The fullscreen video attempts to animate back into place, resulting in extremely glitchy movements and flash of content

This behaviour is unique to Orion. Safari and other browsers simply treat the switching as if the tab of video origin was a regular, non-media playing tab.

I expect PIP not to activate when the media is in fullscreen. Tab switching should occur as if the tab was not playing any media at all.
