Steps to Reproduce:

In the Orion browser, click on a download link.
Observe that the loading icon briefly blinks, but no path selection window appears as expected.

Actual Behavior:
The loading icon blinks, but no download path selection window appears, and the download does not start.

Workaround:
Using "Right Click" > "Download Linked File" functions as expected and downloads the file.

Regression:
Reverting to version 0.99.128.2.1.1 resolves the issue, and clicking "Download" works as expected.

Additional Notes:
This issue appears specific to version 0.99.129.1-rc and 0.99.129-rc, suggesting a possible regression in download functionality.

Expected Behavior:
A window should appear, allowing the user to select a path for saving the downloaded file.

    I am having trouble reproducing this issue on 129.1-rc on Sequoia. The File download location setting works as expected and if it is set to Ask for Each Download, the file save dialog appears as expected.
    Am I missing something? It is also possible that this is a bug only on Ventura.
