Please clarify (and never use just 'Title' in the post again assuming that the title is actually enough to communicate the intention)
I think they mean that when Tools->Edit Text on Page is enabled, all website shortcuts that are defined should be disabled

Not sure this is needed, edit text is supposed to work with plain text input and not use advanced shorctuts.
But, if a website has normal letters bound, or things like alt-left (used to move left a single word) set as a shortcut, that would impede inserting and editing text.
