Checked background image with no image should have transparent toolbar

enable background image for start page, but have no image selected.
the background should be the exact same as if the checkbox was disabled.
currently:

these two settings should have identical appearances

dino added the Next Release tag and removed the Planned tag Nov 20, 2024.

20 days later

Vlad added the Done tag and removed the Next Release tag Dec 11, 2024.
