Auto PIP Extremely slow when switching tabs using shortcuts

Open a Video Tab, eg. youtube, and another Random Tab after it.
Play the video
Switch to Random Tab using cmd-shift-[
Auto PIP's animation goes much slower as compared to clicking on that other tab
Switch back to video tab using cmd-shift-]
Same issue

This is as compared to switching to it directly by clicking the tab

Switching tabs using cmd-shift-squarebracket should not cause PIP's animation to be any slower than switching tabs by other means

@eirk determined on the discord that the slowness is due to the modifier keys being held down. However, this behaviour is still unexpected given that the modifier keys are being used to switch tabs, not reduce PIP's speed.

I believe this behavior can be disabled though

and, I think it is reasonable to assume that 99.9% of users dont ever want to have slow pip animation
