Privacy notice is too close to url

When the address bar hides in private mode, the privacy notice is too close to the url.

Steps to replicate:

1. Open a website in private mode
2. Scroll until the address bar hides.
3. (Result)

Though this is mostly a cosmetic issue, this also serves to keep the url separate from any other parts to avoid any possible confusion.
