I would love if we could get a small popup window with a summary of the weblink we are hovering over.

This could help to save time while surfing and being cautious about your time spent visiting webpages.

Sometimes a simple summary is more than enough to go forward with your next tasks for the day.

Another use case is that it saves users from malicious websites while displaying a warning.

Arc has integrated this feature with 5 Second Previews for search entries in search engines.

A photo, headlines and text is displayed which summarizes the content on the page.

Doesn't that mean every URL you hover over is sent somewhere to be summarized? That is a privacy nightmare.

Orion already has link preview (shift+click), and Kagi customers can also use the Universal Summarizer. I have also created a suggestion for adding a summarize feature to link context menus #8588).
Moreover, how does Arc deal with the accessibility features of an "on hover" feature? Is it at all keyboard friendly either?

There is no keyboard shortcut to get the hover popup that I know of.

I suggest using Apple Intelligence or Kagi when a customer enables the setting.

shift+click opens an Orion preview window which can be expanded into a full tab with cmd+tab
