When opening a preview tab to a "full" Orion tab, the nested tab behavior is ignored

Steps to replicate:

1. Open a tab in Orion (desktop) with links
2. Shift-click a link to open a preview window
3. Click "Open in Orion new tab" in the top right of the preview window
4. The preview tab is now open as an Orion tab, but at the root level, not as a nested tab under the page from step #1.

Note: This is obviously a minor issue, but I wanted to report it to the team so it can be resolved at some point.

Expected behavior:
The preview tab is opened as an Orion tab nested under the original tab from step #1.
