In Orion's standard tab layout after opening only 12 tabs (less or greater depending on screen size), the tabs begin to scroll from side to side. I often find myself reaching this threshold very easily - and I know many others who also have the habit of keeping many tabs open.
The feature I'm suggesting is multi row tabs - an option for tabs to wrap around to the next row instead of scrolling out of sight.

I know the vertical tab layout can fit many more tabs but I think if Orion's standard layout supported rows of tabs it could attract a lot of users.
A lot of code editors have this features (I know Visual Studio & VSCode & Sublime do at least). I also know Vivaldi the browser has support for it.
Maybe there could be a setting in the Tabs section of the Orion settings to switch between scrolling tabs and multirow tabs.
