First, you need to have some downloads. Having just cleared downloads won't show the downloads icon.

Right click->remove from toolbar on the downloads icon causes the privacy icon to be removed.

Removing by dragging it out of the toolbar causes it to temprarily disappear, but it reappears after a restart.

Orion should allow for persistent removal of the icon properly, through both dragging it and the right click.

Additionally, the downloads icon is not present in the Customize Toolbar page.

    eirk Can you show a video of the issue?

        video shows:
        download and privacy icon appear normally
        removing download icon causes privacy icon
        then, quit and reopen
        observe privacy icon still gone, downloads icon returned

        downloads icon is not present
