When entering fullscreen mode while on a new tab/window Start Page, the focused URL bar is defocused.

This happens regardless of the way fullscreen mode is entered (either by FN + F keyboard shortcut or the green window button).

The expected behaviour is for the URL bar not to defocus (or alternatively, to immediately refocus once the window has entered fullscreen mode).

Consider the workflow: Open Orion, then use Fn+F shortcut to enter fullscreen mode. The expectation is to immediately begin to type into the URL bar (as is the case if fullscreen mode is not entered), instead of needing to reselect the URL bar to input text.
