The bug can be triggered by scrolling the page with a quick swipe and then immediately tapping on the screen while the toolbar animation is in progress. Ordinarily, this should cause the page to stop scrolling, but instead, Orion ignores input that occurs while the animation is displayed. Even though the animation lasts a fraction of a second, this is still noticeable enough to be annoying.
