On one my work laptop iCloud Drive is disabled via profile - security reasons and such. That renders Orion much less usable on that machine.
If there wuould be an option to sync via iCloud but not drive that would resolve the issue.
For the user it can look like an option in Sync settings. Under the hood it'll probably mean keeping this setting synced via iCloud accross all devices in the account. And seemless migration of the data from and to Drive. Oh boy, that doesn't sound super-straightforward.
But it would make the browser usable for people with this issue of adminis securitatis terriblis.
