This will allow users to have unambiguous indicator that no scrolling is possible
Apple has this bad default scrolling behavior - when you’ve reached the end of the scrollable area instead of just stopping you can continue to stretch the page past the end, but on release it will revert back like a rubber band
This blurs the feedback line between when scrolling is possible and when it’s not. Also for horizontal scrolling this is especially bad as if a web page is just a single symbol wider that the screen, instead of scrolling by 1 symbol this rubber band extends to scrolling most of the page text
So an option to disable would be very welcome!
