Adjusting page summary window size causes some janky animations

Steps to reproduce the issue:

1. Summarize the contents of a website using the new context menu option Summarize page
2. Resize the Summary window by dragging its left edge
3. Near minimum width some odd animations and general jankiness can be observed, especially when the user keeps dragging to the right when the summary window is already at the minimum width

Expected outcome:
The animations should look and feel smooth and polished – as we have come to expect from Orion.
One way to achieve this would be to prevent the user from shrinking the summary view beyond the minimum width.
