Orion should allow all keyboard keys to be used to create custom keyboard shortcuts.

Currently Orion uses the macOS system Keyboard settings to set custom keyboard shortcuts.

macOS system Keyboard settings do not allow some keys to be used when creating shortcuts. For example Ctrl+PgUp / Ctrl+PgDown are common shortcuts for switching tabs and the macOS System Settings does not allow Page Up or Page Down to be used in shortcuts.

Supporting this may require that Orion build a custom keyboard shortcut manager instead of relying on the macOS system Keyboard settings.

With this feature users will be able to create custom keyboard shortcuts using more keyboard key combinations, including the Page Up and Page Down keys.

Allowing keyboard shortcuts which include PageUp / PageDown would permit muscle memory from other browsers to transfer to Orion, making it easier for more users to switch to Orion.

Firefox and Google Chrome both have default keyboard shortcuts which use PgUp or PgDown, including "Go one Tab to the Left" and "Go one Tab to the Right", "Move Tab Left", and "Move Tab Right".
Google Chrome calls these shortcuts "Jump to the next open tab", "Jump to the previous open tab", and "Move tabs right or left".
