New tabs do not have keyboard focus

When opening a new tab on iPadOS with an external keyboard, whether by clicking a link or explicitly opening a tab, the tab does not have keyboard focus. Meaning, you can’t use the keyboard arrows or the spacebar to scroll until the user clicks on the contents of the tab.

When a new tab is opened, you should be able to use the keyboard to scroll and interact with the new tab without using the trackpad or touchscreen to focus on the tab first.

Sorry, that is confusing.
Here are the way I can reproduce this:
1 - Open a link in a new tab (right click on the link and select “Open in new tab”)
2 - Click on the url bar and navigate to new url
3 - CMD+T to open a new tab and navigate to a url
4 - CMD+L to navigate to a new url
5 - Use CMD+number to switch to a specific tab

In all of these cases, you cannot scroll with the keyboard until the user explicitly focuses the page contents.
