You can see that when the position bar is at the top and you slowly drag the page to hide the position bar as you slide the page upwards, there is a noticeable jitter on the page.
When the position bar is set at the bottom, there is no such error. You can try to switch between these two settings and then slide the web page with the same action to compare the two settings to find out the error.
