Command-Backtick cycles Orion windows when Orion is not active

Command-` cycles windows in the active application or space. Orion supports this feature, but it seems to activate Orion and cycle a window when performed outside the app. For example, if Xcode is my active app with a development and documentation window, performing the keyboard shortcut should cycle between the two; however, it can switch to Orion instead. This seems to only occur when Stage Manager is enabled, as I couldn't replicate it otherwise.

Steps to replicate:

1. From System Settings, navigate Desktop & Dock > Stage Manager and enable the setting
2. Relaunch Orion
3. Have at least one Orion window open
4. Go to some other app and hit Command-`
5. Eventually see the Orion window take focus

Command-` should only cycle windows of the current app and not activate Orion.
