Not all expected pages were hibernated in low power mode. Hibernation apears to only be applied to the current view of an unused page.
To recreate, open a new window and type into the url, kagi.com. Click the Features button and be brought to the new page on the same tab. Open a new window. Now go to settings and turn on low power mode, if it is already on turn it off then on again. Turn off your internet connection and navigate to the previous tab. The page should say are not connected to the internet. Now press the back button and see how it now shows a bare html view of the page as expected. Press the back button again and it will show an unstripped page with no hibernation applied.
All previous pages should be hibernated and stripped even when not the current page of a unused tab.
